New build painting in Kingborough - getting past the builder's coat.

Kingborough has been the growth end of Greater Hobart for a decade, and the estates through Kingston, Huntingfield and Margate are full of homes whose paint allowance was written to hit a tender price, not to last.

The tender line

What the builder's paint allowance really buys.

Read the paint line in a volume-builder contract carefully. In most of what goes up through the Kingborough estates the standard inclusion is a sealer plus one finish coat on internal walls, one ceiling colour, and a basic enamel on trim. That is a three-coat description containing exactly one coat of finish paint. On plasterboard that is thin: the paper and the joint compound over the joins absorb differently, so a single coat leaves a difference in sheen you cannot see in flat light and cannot unsee once you have noticed it. Stand in a new hallway with a lamp low against the wall and you will find every set joint in the house.

New construction

The three things that go wrong on new work here.

Render coated too early. Fresh cement render is strongly alkaline and needs 28 days minimum for the pH to fall and free moisture to leave. Coat it early and the alkali attacks the paint binder from underneath - saponification - producing a soft, patchy film that never hardens. In a Kingborough winter, with cold air holding little drying energy, 28 days is a floor and not a target. We take a moisture reading rather than counting days off a calendar.

Weatherboards not back-primed. Timber breathes through all six faces. Seal five and leave the back bare and you have built a one-way valve - moisture in through the unprimed face, no exit through the coated one, and blistering within five years on any south elevation. Coating in the wrong season. A house reaching lock-up in May will have its exterior coated in May unless somebody intervenes, because the program says so. Winter surface temperatures here routinely sit below the 10 degrees waterborne acrylic needs to form a film, and shaded walls sit near dew point most of the morning. Bushfire-prone land

What BAL means for your paint spec, and what it does not.

A lot of the Kingborough fringe is mapped as bushfire-prone land, and if your block is, your home carries a Bushfire Attack Level assessed under AS 3959. The BAL drives materials and construction detailing - what the cladding can be, how gaps are sealed, where ember screening goes, what a window assembly has to be rated to. It is a real constraint on the build and your builder will have designed to it.

What it does not do is change the coating. Paint is not a bushfire rating, and no coating gives you one. Be careful with anyone who tells you otherwise on a Kingborough block - there is no such thing as a BAL-rated paint that lifts your compliance, and the claim is a reliable sign you are talking to the wrong contractor. What matters from our side is not undoing compliance somebody else engineered: we do not bridge gaps that are meant to stay open, we do not foul ember screens or subfloor and roof-space vents with overspray, and we do not substitute a specified material for something that paints up nicer. On a BAL block the honest answer is that our job is to leave your rating exactly where the certifier found it.

Worked example

Upgrading a four-bedroom Huntingfield handover.

A four-bedroom single-storey home in a Huntingfield estate. Standard builder's internal spec, handover due in October, owners moving in six weeks later.

Interior, done in the empty house before move-in. Full premium two-coat system over the builder's sealer - walls, ceilings and all trim - landing in the 9,500 to 16,500 dollar band for a four-bedroom interior in 2026 rates. Against the builder's inclusion the practical out-of-pocket is typically 2,500 to 5,000 dollars, because the sealer is done and the access is clean. That is the best-value line on the whole build. Exterior render, deferred to the following November. The render went on in August; 28 days takes it to September, but that is a Kingborough September with little drying energy, so we take a moisture reading and book the coating for November. Single-storey rendered exterior sits at 6,500 to 11,500 dollars.

The exception is upgrading over a builder's coat rather than painting bare board, where it is worth letting the house go through its first seasonal cycle so the settling cracks can be filled once, properly, rather than chased twice.

Moisture goes in through the unprimed back edge and cannot get out through the coated front, so it builds behind the film and pushes it off. Back-priming costs almost nothing at build stage because the boards are already on trestles. Retrofitting it costs you the cladding. In a cold, damp climate an unprimed back face on a south elevation shows as blistering inside five years.
